  1. Passport applications are required to be filled in online at https://embassy.passportindia.gov.in/ Best viewed in Internet Explorer 9.0 and above (Please do not use Apple computer or phone). After completing application online, please print the filled form. Submit the completed form to the High Commission along with relevant documents and fee payment confirmation.
  2. To track online status of your passport application, please click on the given link  https://portal6.passportindia.gov.in/Online/index.html and login with your Registration ID and Password which was used to submit your online application form, to understand the status of your passport application better.
  3. There is NO TATKAL or emergency service for Passport service at HCI Wellington.
  4. Please carefully fill the application, attach all relevant documents and send to the High Commission.  Incomplete applications will not be processed which will cause delay in service.

 1. GENERAL INFORMATION:
 
  • Your passport is a valuable document. It should always be either in your own custody or in the custody of a person duly authorized by you. If lost or stolen, the fact and circumstances should immediately be reported to the local police station and police report obtained; and to the nearest Indian Mission.
  • It is an offence under the Passports Act, 1967 to furnish false information in the application. Passport facilities can be denied on grounds of suppression of factual information, submission of false particulars, wilful damage of passport and for making unauthorized changes in the passport.
  • Your passport can be impounded or revoked by the Government of India under the provisions of the Passports Act, 1967, in which event you will have to surrender the passport to the nearest Indian Mission.
     
  • Mode of Payment of Fees : 
     
    • At High Commission’s Counter – payable by Online bank transfer/Debit Card only. We do not accept Cheques/Credit Cards/Money Orders etc. 

    • By Courier/Post –

    • Fees once received will not be refunded under any circumstances, even if the application is withdrawn by the applicant or services are not provided to the individual if his/her case does not qualify for that particular services

  • A passport should not be sent out of any country by post. All application sent through post/courier must be accompanied by self addressed courier pack. Please check with your courier company regarding delivery status of your application.
     
  • We are unable to entertain any telephonic/fax/e-mail queries regarding receipt of applications, status passports or miscellaneous services before expiry of the time limit indicated for processing the different services.
     
  • Processing time of applications is reckoned from the date of receipt of completed application forms at High Commission of India.
     
  • A new passport can be applied for immediately on expiry, or up to one year before expiry, of any passport, which had an initial validity of ten years. The application for a new passport should be submitted along with the existing passport and the requisite fee of NZ$ 126/- for a 36-pages passport booklet and  NZ$167 for 60 pages passport booklet.
     
  • A Minor up to the age of 15 years is issued with a passport of five years validity for a fee of NZ$ 86/-. The minor’s passport application must be accompanied with attested copies of parents’ passports.
     
  • In case more than one year has lapsed since the expiry of the passport, the applicant will need to submit  a letter confirming "Denial of New Zealand Citizenship" ( Please contact the Department of Internal Affairs, New Zealand- www.dia.govt.nz)
     
  • Normally, it takes upto 30 days to process and issue a new passport.  However, if the old passport is not issued by High Commission of India, WELLINGTON, it may take longer, subject to the clearance from the concerned authorities.
     
  • The issuance of a new passport in lieu of a passport issued by passport issuing authority other than this High Commission depends on the clearance from the passport issuing authority, from where the existing passport was issued.
     
  • Change in appearance : Applicants may apply for re-issue of valid passport for change in appearance subject to personal interview with the passport officer, whenever required. This will also apply to SIKH applicants who intend to go for re-issue of valid passport, renewal of passport due to change of appearance from turbanised photograph to clean shaven photograph and vice versa.
     
  • TATKAL Passport: This service has been suspended w.e.f. 25th November, 2015,  as foreign Governments/ Airlines may deny Travel, Visa or Entry to any person travelling due to strict enforcement of rules on Non Machine Readable Passports / Hand Written Passports.
2. First Passport for a Child born in New Zealand
 
A child born in New Zealand on or after 03.12.2004 shall be a citizen of India by descent, if either of the parents ( father or mother ) is an Indian citizen at the time of birth of the child and the birth of the child has been registered with The High Commission of India, Wellington within one year of the birth. Parents of the child have to submit a declaration that the child does not hold passport of another country.
 
  • All applicants must complete online Passport Application Form At: https://embassy.passportindia.gov.in/ by creating a USER ID.  Best viewed in Internet Explorer 9.0 and above. Passport Online Application should be accurately filled.
  • Login using the newly created USER ID and fill in the user-friendly application form online at the same portal. 
  • After submitting the form online, take a printout of the application.
  • Affix photo and put signatures at the designated place.
  • Submit the printout along with requisite documents (as mentioned below) and prescribed fees in person at High Commission or through courier at : - Passport Service, High Commission of India, 72 Pipitea Street, Thorndon, Wellington, 6011 PO Box 12211

 (i) Complete the birth registration form for Indian Citizenship by descent online at: https://indiancitizenshiponline.nic.in/Home.aspx (please select last registration method from the list i.e. "Registration of birth of a minor child at an Indian consulate under section 4(1) of the citizenship act, 1955" ). In case of any difficulty in filling the form, please see the step by step guide.  

The birth registration form must be signed by both parents AND must be attested by a Justice of Peace (JP). (If both the parents are coming in person for submitting the application to HCI Wellington, attestation from JP is not required).
(ii) Birth of the child MUST be registered with High Commission within one year.
(iii) Three recent photographs of 2 inches X 2 Inches (51mm X 51mm) with light background.  Please paste one photo on the application. Do not staple/pin the photographs. For photo specifications, please visit  https://www.hciwellington.gov.in/page/passport/#13 
(iv) Both parents' passports copy (Bio Page and back details page) attested by Justice of Peace

(v) Both parents' New Zealand visa copy attested by Justice of Peace
(vi) Parents' Marriage certificate copy - attested by Justice of Peace

(vii) Child's birth certificate copy - attested by Justice of Peace
(viii) Annexure "I" for issue of passport to the child born through surrogacy
(x) Address proof:  Please attach any one of the following:
a.) Water/Electric/Telephone/Gas connection bill  
b.) Valid Ration card/ Aadhar Card/ Election Commission photo ID/ Bank statement with photograph  
c.) Parent’s passport copy.
 (xi) Fee of NZ$ 123 [ Combined fee for Birth Registration and Fresh/ first passport]. Click here for mode of payments.

(xii) Self-addressed prepaid courier envelope to return your passport.

 (xiii) If your child is also citizen of New Zealand by birth:
A confirmation letter from the New Zealand Passport office, Department of Internal Affairs, New Zealand confirming the child has not obtained a New Zealand passport.
 
(xiv) Interview with Passport Officer may be required on case to case basis.
3. Reissue of passport for children under age of 15 years

    b.) Valid Ration card/ Aadhar Card/ Election Commission photo ID/ Bank statement with photograph

  • Following is mandatory, if the passport has expired more than one year ago 
     
    a.) Local Police Clearance certificate from  Ministry of Justice, New Zealand
    b.) Letter from applicant giving reason for not renewing the passport within a year of date of expiry.
     
  • Self-addressed prepaid courier envelope to return your passport. 
    The applicant may use any courier service (with tracking facility) of their choice and are advised to keep the tracking numbers with them as High Commission of India will not take any responsibility in case the courier is lost/misplaced/damaged or delayed.  4. Reissue of passport for children aged between 15 to 18 years

8. Reissue of passport  in case of change of appearance
 
Applicants may apply for re-issue of valid passport for change in appearance subject to personal interview with the passport officer, wherever required. This will also apply to SIKH applicants who intend to go for re-issue of valid passport, renewal of passport due to change of appearance form turbanised photograph to clean shaven photograph and vice versa.

10. Reissue of passport in case of marriage, remarriage or divorce: 

  • All applicants must complete online Passport Application Form At: https://embassy.passportindia.gov.in/ by creating a USER ID.  Best viewed in Internet Explorer 9.0 and above. Passport Online Application should be accurately filled.
  • Login using the newly created USER ID and fill in the user-friendly application form online at the same portal. 
  • After submitting the form online, take a printout of the application.
  • Affix photo and put signatures at the designated place.
  • Submit the printout along with requisite documents (as mentioned below) and prescribed fees in person at High Commission or through courier at : - Passport Service, High Commission of India, 72 Pipitea Street, Thorndon, Wellington, 6011 PO Box 12211
  • An applicant applying for re-issue of passport for incorporation of the name of his/her spouse;

12. Emergency Certificate
 

Emergency certificate is a one-way travel-one-time document, which is issued to Indian nationals who do not hold valid Indian passports and need to travel back to India. It is usually issued to persons detained by New Zealand authorities who are to be deported back to India and to Indian nationals who wish to travel to India on an emergency basis. The following documents will be required for this purpose:

  • All applicants must complete online Passport Application Form At: https://embassy.passportindia.gov.in/ by creating a USER ID.  Best viewed in Internet Explorer 9.0 and above. Passport Online Application should be accurately filled.
  • Login using the newly created USER ID and fill in the user-friendly application form online at the same portal. 
  • After submitting the form online, take a printout of the application.
  • Affix photo and put signatures at the designated place.
  • Submit the printout along with requisite documents (as mentioned below) and prescribed fees in person at High Commission or through courier at : - Passport Service, High Commission of India, 72 Pipitea Street, Thorndon, Wellington, 6011 PO Box 12211
     
  • Five recent passport-size photographs
     
  • A copy of previous Indian passport, wherever possible
  • Police report in original if the Passport is lost (the Police report MUST include Passport number)

Note : Please do not make firm travel bookings before receiving the Emergency Certificate.

Processing Time: No maximum time can be prescribed – it depends on time taken to verify Indian nationality

13. Specifications for the Passport photos
 
  • For detailed photo specifications, kindly go to the link photo guidelines.
     
  • The image should be 2 inches by 2 inches;
     
  • The image must have adequate brightness and contrast;
     
  • The skin tone should be natural.  In case of over-exposure or under-exposure of the photo, the skin is either too dark or too light, photo will not be acceptable;
     
  • It should show a close up of the head and (partial) shoulders;
     
  • The image should be straight looking, centred  with neutral expression;
     
  • Face should be in sharp focus and clear with no ink marks/creases/lines;
     
  • The face (from forehead edge to bottom of chin) should be 70 to 80% of the photo or one inch height;
  • The eyes must be open and no hair obscuring the face;
     
  • Prescription glasses if worn should be clear and thin framed and should not have flash reflection or obscure the eyes;
     
  • Head coverings, hair, head-dress or facial ornaments should not obscure the face;
     
  • The photo must have plain  light background;
     
  • There must be no other people or object in the photo;
     
  • The lighting must be uniform with no shadows on the face or behind;
     
  • Red eye photos are not allowed;
     
  • No lines are allowed.
14. Processing times
  • Processing time for reissue of Indian Passport and Issuance of Fresh Passport in respect of new-born Children of Indian Parents in New Zealand is 30 days after receipt of completed application at HCI Wellington, either by courier or submitted in person over the reception.
  • All the applicants are advised to read the details thoroughly on HCI Wellington Website before sending their applications, the incomplete applications would be returned. Please keep in mind that incomplete applications will lead to a delay in the processing of an application, and all applicant(s) are requested to comply with any changes that may occur during this time.
  • The processing times mentioned above are indicative only. Processing of all applications are subject to completion of relevant checks and formalities. Further, the time taken to process an application also depends on the following factors: the city/ country where the previous / old passport was issued, your current visa status, etc.
  • You are requested to make your travel arrangements only after receiving relevant service. HCI Wellington will not be liable for any claims of inconvenience/ penalties, applicant(s) need to make changes in their travel plans owing to the delays and/or any inconvenience caused due to any rejections. 
15. Status Enquiry
  1. Please note that no separate Acknowledgement email is sent for the applications delivered at HCI Wellington via courier or submitted in person over the reception.
  2. To track online status of your passport application, please click on the given link  https://portal6.passportindia.gov.in/Online/index.html and login with your Registration ID and Password which was used to submit your online application form, to understand the status of your passport application better, please read the information given in the below table:
  3. All the applicants are advised to track their courier bag to check the delivery date of their documents at HCI, Wellington and wait for 8-10 days for processing of their application. If the online status does not change in first 8-10 days, then only applicant should email to passport[dot]wellington[at]mea[dot]gov[dot]in with the following details: (a) Application/ARN Number, (b) Passport Number, (c) type of service applied for and (d) Courier tracking number along with delivery date of their documents at HCI Wellington by courier or date of submission in person.
  4. No telephonic/e-mail queries regarding receipt or status of applications will be entertained before the time frame limit indicated for processing of the applications.

Passport application is under review at Indian Embassy/Consulate.

All the checks for your application and documents have been made, your passport application has been assigned to an Official and online processing has been started. The status will be changed in next 3-5 days.

Print has been initiated for passport. 

The passport application has been granted on post police verification basis or no police verification basis. The application is approved for printing of the passport in India. The status will be changed in next 1-3 days.

Passport is printed and will be delivered shortly

The passport has been printed in India and would be dispatched from India to HCI Wellington by International courier. The status will be changed in next 2-4 days.

5

Your passport has been printed and being forwarded to Embassy/Consulate. The Embassy/Consulate will contact you once they receive the passport for dispatch.

The international courier has been dispatched from India. It takes 8 to 12 days for delivery of international courier from India to HCI, Wellington. Once the courier is received at HCI Wellington, the passport(s) would be sorted, stamped, checked, and be prepared for dispatch or collection in r/o each applicant.  The status will be changed in next 8-12 days (depending on the delivery of the courier at HCI Wellington).

Applicant is requested to collect the passport from counter at Indian Embassy/Consulate

The New passport of the applicant is received at HCI, Wellington. The new passport along with old, cancelled passport would be dispatched to the applicants by their return courier bag submitted with their application(s) in next 1-3 days.

The applicants who have requested for the collection of the passports in person, will receive the email for collection in next 1-3 days after this status. If no email is received by the applicant within 3 days from this status, they can come to collect the passports in person after 3 days.

 17. Emergencies

Holidays, business trips, confirmed bookings made before obtaining passport do not qualify as emergencies and will not be treated as such. Emergencies by definition refer to unexpected urgent situation. Emergency applications must be supported by documentary evidence.

18. Jurisdiction

The High Commission of India has the jurisdiction over New Zealand, Republic of Samoa, Niue, Vanuatu & the Cook Islands.

19. Timings

Applications for all passport/consular services are received at the counter from 0930 hours to 1230 hours on all working days.
